Rules regarding the streamlining of legislative and regulatory standards

In 1996, the Government of Quebec adopted its first decree to introduce the main rules governing regulations and to encourage the streamlining of existing regulations. The decree has since been modified a number of times, the last in 2004 and 2005. These rules are considered the government’s policy regarding regulatory and administrative streamlining.

The rules require government ministries and agencies to accomplish the following:

  • Analyze the impact of a regulation on business when the cost of the regulation is estimated at more than $10 million;
  • Complete a declaration of regulatory impact on business when the cost of a regulation is estimated at between $1 million and $10 million;
  • Publish in their respective strategic plans their commitments regarding regulatory and administrative streamlining as it affects business, and indicate in their annual management reports related accomplishments;
  • When tabling a bill or draft regulation whose economic impact is estimated at more than $10 million, specify the evaluation or review mechanism to be applied five years after adoption and set the date by which the evaluation or review must be complete.
